POLLUTION FROM LAND-BASED ACTIVITIES, INCLUDING PERSISTENT ORGANIC POLLUTANTS: IMPLEMENTATION OF SAP-MED AND RELATED NAPS
The activities implemented within this component aim to develop, draft and propose national and regional legal, policy and institutional reforms that address SAP-MED and NAPs priorities to reduce pollution in the Mediterranean, and to achieve the financial sustainability of future respective activities. Specifically, the activities of this component focus on the facilitation of policy and legislation reforms for pollution control; establishing sustainable financing mechanisms for pollution control activities; transfer of environmentally sound technology; and providing support to the implementation of the Stockholm Convention regarding the disposal of PCB stockpiles in Mediterranean countries.
Sub-component 2.1. Facilitation of policy and legislation reforms for pollution control
(Executing partner UNEP/MAP-MED-POL)This sub-component aims to develop and improve the legislative and institutional framework in the region and to implement NAP priority actions that will protect and reduce the inputs of contaminants to the Mediterranean marine environment from land based activities.
The activities of this sub-component focus on:
- The reduction of metal inputs through improved management of phosphogypsum wastes produced by the phosphate fertilizer production process.
- The control of chromium, Biological Oxygen Demand (BOD) and nutrients in tanneries.
- The recycling and regeneration of used lubricating oils.
- The recycling of lead batteries.
- The assessment of the magnitude of riverine inputs of nutrients into the Mediterranean Sea.
Setting Emission Limit Values (ELV) for industrial effluents and the establishment of Environmental Quality Standards (EQS). - The update of Inspection Systems.
Sub-component 2.2. Transfer of Environmentally Sound Technology (MED-TEST)
(Executing partner UNIDO)This sub-component addresses pollution from land-based activities of priority industrial pollution hot spots identified in the Strategic Action Plan of the Mediterranean Sea. It will primarily address industrial hot spots of the Mediterranean basin in each of the participating countries, which are associated with persistent toxic substances (PTS), and will serve to demonstrate the introduction of an integrated approach, including the adoption of best available techniques (BAT), cleaner production technology, appropriate environmental management and accounting practices.
The activities of this sub-component include:
- Capacity-building activities for national partners
- Demonstration projects at pilot industries
- Dissemination and replication at national and regional level

Sub-component 2.3. Environmentally Sound Management of equipment, stocks and wastes containing or contaminated by PCBs in national electricity companies of Mediterranean countries
(Executing partners UNEP/MAP-MEDPOL & UNEP/MAP-CP/RAC)This sub-component seeks to build on priorities identified in the NAPs, the Stockholm Convention NIPs, and on existing initiatives in some Mediterranean states, in order to provide a first, harmonized initiative on PCBs that meets the obligations of the Stockholm and Barcelona Conventions and is compatible with the requirements under the Basel Convention to which all the Mediterranean states are Party. The aim of this sub-component is to introduce environmentally sound management (ESM) to all stages of the "life-cycle" of electrical equipment containing or being contaminated with PCBs.
The activities of this sub-component include:
- Review and reforming institutional and legal frameworks for implementation of ESM of PCBs.
- Implementation of demonstration projects to improve management and disposal of PCBs.
- Technical capacity building for ESM of PCBs equipment.
- Awareness raising on the importance of ESM of PCBs equipment.
- Building national capacity to implement PCBs phase-out and disposal programs.
